RC Free Wheel Buggy is a toy made by Thinkway Toys and Mattel to coincide with the release of Toy Story 4. There are other variants, such as a 1995 version and a normal Toy Story version. Mattel versions are mainly for connecting other Mattel figures to the RC Car and has a pull back feature.
